Between 1987 and 1991 a man in a balaclava walked into family homes across Melbourne's eastern and north-eastern suburbs, tied up the parents and went for the kids. Police say he attacked three girls in that time. He's also the prime suspect in the abduction and murder of a fourth, a 13-year-old taken from her home in 1991. Nobody has ever been charged. Not one person. That's the Mr Cruel case, and it's still sitting open on a Victoria Police desk.
